Socio-Economic Consultative Committee (SECC)

What is SECC?

The SECC is a functional and key entity in Core Inclusion Nepal Program (CINP) that aids CINP Multiple Donor Platform (CMDP) in its Policy Development and Cooperation (CPDC) matters. The SECC shall examine the interaction among social and economic factors, which is key to CINP success. 

The committee shall examine the level of income, education, and occupation of the members of the households, including the level of community safety and support as key ingredients for socio-economic security of the community members to help them earn a respectful living. The committee shall also find the major reasons underlying the progress, stagnation, and regression of the communities, which mostly depend on the local, regional, and global economy.

The SECC shall help CMDP to assess the quality of the networks of relationships among community members that allows community to function effectively through interpersonal relationship, a shared sense of identity, norms, values, mutual understanding, trust, cooperation, and reciprocity; and help community members observe social norms and values. 

The SECC shall assess the member’s observation of social norms and values that define the appropriateness of behaviors for a given role or identity of such member in the community and articulation of them in group discourse that suggest socially acceptable way of living. It shall examine how their behaviors actually shape the community decision making process through social reconstruction and improvement that together determine best actions and ways to live together with peace and harmony. 

The committee shall also be responsible to consider factors outside the focus of the mainstream economy and examine the effect of the environment and ecology on consumption and wealth of the community in order to position CINP in a state that affords privileges and protections to lower socio-economic groups and community members with ethnic minority status, who lack economic resources resulting in financial insecurity, low educational achievement, low household income, material hardship, poor living and working conditions, and social disadvantages – all having a negative impact on their overall health and wellbeing, including the institution of right actions and behaviors to ensure a better access to social and economic empowerment and justice.
