Socio-Economic Consultative Committee (SECC)

Composition of SECC

The SECC shall be a voluntary committee, which is composed of members with executive and ordinary membership who possess sustainability skills, knowledge of the industry or domain experts. 

The executive members shall mean and include the following members:

  • The Program Director, Core Inclusion Nepal program (CINP) of MS. Symbiosis Consultancy Private Limited, who shall, read with Clause 13 of Terms of Agreement (ToA) pertaining to CINP Centre of Excellence (CCoE), also act in the capacity as the controller of the CCoE. The controller shall include, but not limited to, director and officers who act in such capacity when so authorized by the controller and support the CCoE’s mission, vision, goals, and objectives.

  • A senior advocate, being a registered member of Nepal Bar Council by virtue of his/her status or position as such, and who is in active practice in any branch of law and having his certificate of practice (CoP) renewed in the relevant year, subject to his/her voluntary acceptance to act in such capacity as a key member of SECC to facilitate CINP by providing guidance and advice on legal matters.

  • An honorable member of the Human Right Commission, Nepal, subject to his/her voluntary acceptance to act in such capacity as a key advisory member of SECC to facilitate CINP by providing guidance in advisory matters related to human rights;

  • A member from Social Welfare Council (SWC), being an officer or an acting director; who represents SWC Board in such capacity, subject to his/her voluntary acceptance to act in such capacity as a key member of SECC to facilitate CINP by providing guidance and advice on public-welfare related matters.

  • A member from Women, Children and Senior Citizen Ministry, being the secretary or an assistant secretary or a co-secretary or an officer or an acting director; who represent the ministry in such capacity, subject to his/her voluntary acceptance to act in such capacity as a key member of SECC to facilitate CINP by providing guidance and advice in the matters affecting women, children, and senior citizen;

  • The authorized person, being the staffs/members of the donor or funding organization, who act in an administrative and/or a secretarial capacity, who support Core Model Program Development Funding (CMPDF) by virtue of their presence, either physical or online, in CINP Multiple Donor Platform (CMDP) in Envisioned Evaluation Portal (EEP), namely, http://www.symbiosis.com.np.

  • An authorized person, who represents Association of International NGOs (AIN) as a partner organization under CINP Partnership Framework (CPF);

  • The nominee member of CINP Centre of Excellence (CCoE) to serve voluntarily the terms of the SECC, who shall retire by rotation at its each of its annual meeting, who shall be eligible to be re-appointed not before the expiry of 3 years from the date of first retirement to be reckoned in a whole year of the period comprising twelve months from first appointment date;

  • Members of the Development Aid Agencies, Development Cooperation Partners, Humanitarian Aid Agencies, Implementing and Executing Agencies, and Development Sector Participants (both private and public), subject to their voluntary acceptance to act in such capacity as key members of SECC to facilitate CINP by providing guidance and advice on aid and development related matters; and

  • One member each from CINP Governance and Management (CGM); CINP Administrative Domains (CAD); and CINP Coordination Units (CCU).

The ordinary members shall be the trustee and/or promotor members of the partner organization, who represent the full board in such capacity.
