The construction of multi-function municipal building in Galyang, Syangja is underway. It is unfinished, but actively being worked on. The administrative building pastes the classified advertisements including public notices at the entrance, that embrace items of invitation for bids, results publication, job-interviews, and public dues clearances affecting public at large. The administrative office building and general service office building are separate for time being. Mr. Damodar Sharma is chief administrative officer.
A large municipal level meeting was in-progress; hence, no face-to-face conversation could be materialized with Mayor Mr. Guru Prasad Bhattarai and Deputy-Mayor Mrs. Hema Neupane Timilsina. The Core Inclusion Nepal Program (CINP) aimed to examine and carry out objective assessment of women capacity building initiatives and the state of women entrepreneurship development in Galyang towards achieving sustainable, inclusive, and equitable growth and peace in the community.
A list of community-based organization was requested with the municipal officer Mr. Dhal Bahadur KC, against which an application was required to be sumbitted, which was validly submitted. The application along with the published list of organization was required to be first attested by Mr. Dhal Bahadur KC, however, he believed that they were to be attested by Chief Administrative Officer (CAO). As the meeting was underway, the attestation job took more time than it should.
Eventually, the list of organizations including the application requesting the list of organization was ordered to be attested by Mr. Dhal Bahadur KC himself, while the final letter approving the dissemination of required information was counter signed by Mr. Damodar Sharma. The confusion as to authority and responsibility led to elapse time redundantly thereby causing delay in ultimate delivery of service. However, the public servants were well-behaved, highly responsive and immensely helpful.
